In the 10/03/06 meeting of the Mayor and Council [video here], City Manager David Humpton stated that he supported an anti-solicitation ordinance. This statement was not included in the outcomes document for that meeting. Moreover, searching for the word “solicitation” on the City’s website, either using their internal search engine or Google, does not turn up any reference to the City Manager’s support of such an ordinance. The only hits for “non-solicitation” or “anti-solicitation” are:
- The minutes of the 08/07/06 meeting, where the City Manager “further recommended that the City Council not introduce an anti-solicitation ordinance at this time but that such legislation be considered once a site has been found to make the day laborer center successful.”
- Several documents from the Day Labor Task Force.
Perhaps most importantly, the resolution drafted for tomorrow night’s special meeting of the Mayor and Council does not call for the adoption of an anti-solicitation ordinance, even though the City Manager supports this and at least a majority of the Mayor and Council directed the City Manager to prepare one “sooner rather than later”.
