Input Sought on FY 2008 Budget

Gaithersburg City Manager David Humpton will host a public forum to discuss the City’s Strategic Directions and the Fiscal Year 2008 Budget on Thursday, March 29, 2007 at 7:30 p.m. in the second-floor Gallery at City Hall, 31 South Summit Avenue.
“This meeting will provide an opportunity to learn about the City’s Strategic Plan, which outlines the Mayor and City Council’s highest priorities for the coming year,” said City Manager Humpton. “We ask our residents to come with suggestions for items that they feel should be included in the FY 08 budget.”

In May, City Manager Humpton will submit the proposed FY 08 budget to the Mayor and City Council. A formal public hearing and worksessions will follow, with adoption of the final budget in early June.

I note that, while the announcement mentions an opportunity to suggest things that should be included, it doesn’t explicitly discuss opportunities to suggest things that should be excluded. Perhaps this is just an oversight.

Crime Reports From Last Week

The first two items are from the City’s Crime Summary page.

Armed Robbery

On 3/7/07 at 9:10 p.m. there was an armed robbery of a citizen in the 100 block of Englefield Drive. The victim was in his vehicle in his driveway when suspect# 1 opened the door and produced a handgun and demanded money. The victim gave the suspect cash at which time he fled with suspect# 2 to a vehicle and left the area.
  Suspect# 1: A black male 5′10"-6′0" about 160 pounds. He was wearing a black winter coat and black pants.

Suspect# 2: Unknown race and gender wearing a black coat and black pants.

Suspect vehicle: Black 1997 Pontiac, unknown model, with Maryland license plates 6CD-C26

Burglary

Sometime between 8:45 p.m. on 03/08/07 and 8:30 a.m. on 03/09/07 unknown suspect(s) entered the Check Cashing Depot located at 107 East Diamond Avenue and removed property. Access was gained through the roof.

The remainder are taken from the County’s March 7 6th District crime report. The summary in that report lists one rape, six robberies, on aggravated assault, one commercial and seven residential burglaries, twenty-nine thefts from vehicles, and three stolen vehicles

Three robberies involved multiple male suspects; twice a blue car was seen and twice a person named “Maurice” was involved.

  • 3/1 THU 0200 hrs. Summer Walk Drive The suspects came from the side of the victim’s house and hit him several times with their fists and a heavy ground spike sprinkler. They attempted to take the victim’s wallet but were only able to obtain his cell phone. The suspects dropped a cell phone on the ground when they fled. The cell phone turned out to be taken in an home invasion robbery in Frederick County on 2/24. The victim of that robbery provided the name of the first suspect. The Montgomery County victim recognized the suspects as being acquainted with his ex-girlfriend.

    Suspect: Derek, AKA ‘Black’, B/M, 19-22 yrs. old, 6’-6’5”/200-210 lbs., dark complexion, possibly lives on Goshen Road

    Suspect: Maurice, B/M, 19-22 yrs. old, 5’10”-6’1”/180-190 lbs., light complexion

  • 3/3 SAT 0016 hrs. 700 block of Clopper Road The victim was leaving the building when the suspects approached, beat the victim and demanded money. The victim told the suspects he had none, so they took his keys and told the victim they would come back with a gun. The victim recognized the first suspect by name.

  • 3/3 SAT 2200 hrs. Booth Street & Quince Orchard Boulevard Exxon Gas Station the victim and his brother were walking when the suspects drove by them twice. The suspects then came from behind, beat the victim, and knocked him down an embankment. The suspects demanded the victim’s Northface jacket and his Air Jordan shoes. The victims had seen the second suspect earlier in the evening, exiting the Chicken Out restaurant with an older male, possibly an employee, and they then went to the suspect vehicle.

    Vehicle: blue ’96 Honda Civic, light blue, in poor condition, with very bright lights

Gaithersburg City officers were at the 7-11/Citgo on Professional Drive on Tuesday 2/27 at 2330 hours, when they saw the suspect pumping gas. The suspect opened his vehicle door to block the officer’s view and then urinated in the parking lot. The suspect had been drinking, and though he passed the sobriety tests, he had a revoked Virginia license.

Defendant: Edward Clark, W/M, 44 yrs. old, 5’11”/200 lbs., balding, goatee, tattoo on chest, has priors for aggravated assault, brandishing a gun & CDS, of Winchester, VA
Vehicle: black ’00 Lincoln Navigator, VA/tags

A strong-armed robbery occurred at the Cancun restaurant, 119 E. Diamond Avenue, on Saturday 3/3 at 0001 hours. The victim and a friend were at the restaurant and the victim told his friend they should leave because there were people in the restaurant that ‘didn’t like’ the victim. Upon going outside, the suspects beat the victim and he left. When the victim returned a few minutes later, he was attacked again and robbed of his wallet, cell phone and his Docker jacket.

Suspect: H/M, with five other H/M’s, NFD

An aggravated assault occurred in the 300 block of N. Summit Avenue on Saturday 3/3 at 0050 hours. The victim went outside to meet a friend and they came back into the apartment about fifteen minutes later, saying they had been shot. A third victim was also shot but had fled the scene – later found on the ground on Royal Bonnet Way. The suspect information in the report was limited, but it is believed that Gaithersburg City detectives have a suspect and are in the process of obtaining a warrant.

Officers conducted a traffic stop on 2/19 and the suspect showed the officer a US Army MP badge and claimed he was a MP. Investigation revealed that he is no longer in the Army and the officer got a warrant. The suspect was stopped on Thursday 3/1 and he again showed the badge and made the claim he was a MP, and he was then arrested.

Defendant: Jason Spriggs, W/M, 25 yrs. old, 6’2”/220 lbs., multiple tattoo, suspect is a sex offender through Frederick County.
