Washington Post: Building Slowdown Turns Grand Visions Into Vapor

Paul Schwartzman and Dana Hedgpeth write in reference to Crown Farm:

Greg Ossont, Gaithersburg’s planning and code director, stood on a former dairy farm and recounted the high hopes prompted by a developer’s plan to turn a couple of hundred acres into a home for nearly 5,000 people. For young families, Gaithersburg, in the Interstate 270 corridor, was becoming a geographically attractive alternative to Bethesda, Rockville and even Washington.

The developer has suspended the project, costing the city, at least for the time being, $2 million in construction fees, $1 million for a seniors center, renovations to eight major intersections and land for a school. Buzz about the city’s future has faded.

“This was going to be a home run, and now it’s not going anywhere,” Ossont said as he checked on an abandoned barn on the property.

Robbery

On 11/30/08, at 3:44 a.m., there was a strong arm robbery in the area of W. Deer Park Road and Muddy Branch Road. The two victims were approached by the two suspects who produced a knife, and forcefully took property from them. Both victims received minor lacerations to the hands during the assault. Both suspects were located and arrested in this incident. The suspects and victims were acquaintances.

Burglary

Sometime between 3:00 p.m. on 11/24/08 and 3:30 p.m. on 11/28/08, there was a burglary in the 900 block of Russell Ave. Entry was made by unlocking the door and property was taken.

Burglary

On 11/23/08, at approximately 2:00 a.m., police responded to the 400 block of Girard Street for a fight in progress. When police arrived, they were told that a known acquaintance had forced entry into the residence and was still inside. No property was taken. The suspect was arrested and charged accordingly.

Strong Arm Robbery

On 11/23/08, at approximately 2:25 p.m., the victim was walking in the 700 block of Clopper Road when she was approached by the four suspects from behind. One of the suspects grabbed her by her hair and pulled her down to the ground. The suspects then began to punch her. One of the suspects reached into her coat pocket and removed property.

Suspect #1 and #2 - Hispanic males.
Suspect #3 and #4 - Hispanic females.

Robbery

On 11/22/08, at approximately 7:42 p.m., police responded to the 100 block of North Frederick Avenue for the report of a robbery. The victim stated that as he was on the bus he was having a conversation with the suspects when one of them pulled a handgun and demanded his money. The victim gave the suspects the money and the two suspects exited the bus.

Suspect #1 - Black male, wearing a Northface jacket.
Suspect #2 - Black male, wearing red sweatpants.

Burglary

On 11/21/08, between 8:00 p.m. and 10:15 p.m., a residence in the 100 block of Hart Road was burglarized. There are no known suspects at this time.

Burglary

On 11/19/08, at approximately 3:23 p.m., a residence in the unit block of Sykes Street was burglarized. The resident was at home when the suspects rang the doorbell. The resident did not open the door and later heard a noise. The resident realized the suspects were in the house, called the police and went outside. The two suspects fled the scene. The rear door had been broken with a rock. No property was taken.

Suspect #1 - Unknown race male, 18-20 yrs old, medium build and height wearing dark clothing.
Suspect #2 - Unknown race male, 18 -20 yrs old, wearing a white sweatshirt.

On 11/19/08, at approximately 4:45 a.m., police responded to the 700 block of Quince Orchard Boulevard for the report of a burglary. A visitor to the residence left for a short period of time leaving the front door unlocked. Entry was made during that time and property was taken.

Robbery

On 11/19/08, at approximately 8:13 p.m., police responded to the 300 block of North Summit Avenue for the report of a robbery. The victim was walking when she was approached by the two suspects. Suspect #1 told her to put her hands behind her back. As the victim did this the suspect grabbed her hands and then took property from her coat pocket.

Suspect #2 - Hispanic male, 06′00″, wearing a black coat.
