Police Investigate Fraudulent Solicitations

Montgomery County Police press release via Connected Communities.

Note in particular this excerpt [emphasis mine]:

The Montgomery County Police Department, Montgomery County Sheriff’s Office, and the Montgomery County Fraternal Order of Police Lodge 35 would like the public to know that they do not solicit donations by telephone.

Does anyone know for certain which Police fraternal organizations (which as I understand it are the law enforcement officers’ unions) do solicit via telephone?

Police Investigate Fraudulent Solicitations

Detectives from the Montgomery County Police Financial Crimes Section are investigating fraudulent solicitations that occurred in 2008 targeting Montgomery County citizens and businesses in the name of Montgomery County law enforcement agencies.

In May 2008, the Montgomery County Sheriff’s office conducted an investigation in response to numerous complaints from local businesses and citizens as to the validity of individuals requesting and obtaining donations and other services in the name of the Montgomery County Deputy Sheriff’s Association (MCDSA).

The preliminary investigation revealed that Derek Williams, age 48, of Orange, New Jersey, and Daniel Earl Soat, age 49, of Pompano Beach, Florida, were operating as telephone solicitors under the employment of Leonard Stanley, owner of S&M Marketing, Inc. in Silver Spring.

Williams and Soat had utilized pledge sheets, business cards, and vehicle window stickers bearing the name and emblem of the MCDSA and pledge sheets bearing the name and emblem of the Fraternal Order of Police, Montgomery County Lodge #35 along with various other forms of documentation to obtain free and discounted hotel rooms in Montgomery County from which to conduct their business. Williams and Soat conducted telephone solicitations to illegally obtain donations from several Montgomery County businesses and citizens. They often conducted the solicitation under the name of MCPD Post 2979 or a similar-named organization which does not exist.

Arrest warrants for theft scheme and fraud were obtained for both Williams and Soat. The arrest warrant for Williams was served. He was later released on his own recognizance. Soat remains at-large.

The Montgomery County Police Department, Montgomery County Sheriff’s Office, and the Montgomery County Fraternal Order of Police Lodge 35 would like the public to know that they do not solicit donations by telephone.

Montgomery County Police would like to hear from anyone who may have been victimized by donating funds. Anyone who has information to provide is asked to call Montgomery County Police at 301-279-8000.

Police Locate Critically Missing 71-Year-Old Woman From Gaithersburg

Detectives from the Montgomery County Police 6th District Investigative Section have located the critically missing woman from Gaithersburg.

Late in the evening of July 18, at approximately 10:30 p.m., Jearnice Marie Lucy, age 71, of the 8700 block of Snow Valley Court in Gaithersburg, was located in Washington D.C., by officers of the Metropolitan Police Department. She was returned home safe and unharmed.

Montgomery County Police and the family of Jearnice Marie Lucy appreciate assistance from the media in publicizing this missing person case.

Police Search for Critically Missing 71-Year-Old Woman From Gaithersburg

Montgomery County Police 6th District Officers and Detectives are seeking the public’s help in locating a woman missing from Gaithersburg.

Jearnice Marie Lucy, age 71, of the 8700 block of Snow Valley Court in Gaithersburg, was last seen at approximately 11:30 a.m., at the Sam’s Club located at 610 North Frederick Avenue in Gaithersburg this morning. Ms. Lucy suffers from high blood pressure, and has had several strokes.

She is described as an African American woman, 5’2” tall, 150 pounds, with brown eyes and mixed black and gray hair. Jearnice Marie Lucy was last seen wearing a red, white and blue T-shirt, and blue jeans.

Her family is very concerned for her welfare. If anyone has information regarding the possible location of Jearnice Marie Lucy, they are asked to contact the Montgomery County Police non-emergency number at 301-279-8000.

  • An armed robbery occurred in the area of Montgomery Village Avenue and Stedwick Road in Montgomery Village on Tuesday, 7/1 just after 10:30 p.m. Two male suspects approached the adult male victim and demanded property. One suspect pointed a handgun at the victim. Property was obtained.

  • An aggravated assault occurred at Grand Billiards located at 18925 Earhart Court in Gaithersburg on Friday, 7/4 around 2:00 a.m. The victim was attacked by three B/M’s after walking out into the parking lot. No property was stolen and the suspects were seen leaving in a black SUV.
  • A residential burglary occurred in the 7500 block of Tarpley Drive in Gaithersburg on Wednesday, 7/2 between 4:00 p.m. and 9:00 p.m. No forced entry, property taken.

Critical Missing Girl Found

The missing 12-year-old, Brianna Alejandra Benson, who was last seen on July 8, at her residence in Rockville, was located and returned home safe and unharmed.

Montgomery County Police and the family of Brianna Benson appreciate the assistance in publicizing this missing person case.

Police Seek Public’s Help in Locating Critical Missing Child

Detectives from the Montgomery County Police Family Crimes Division are asking for the public’s help in finding a 12-year-old female, missing from Rockville since Tuesday, July 8.

Preliminary investigation indicates that Brianna Alejandra Benson, age 12 of the 300 block of Rutgers Street in Rockville was last seen on July 8, at approximately 3:20 p.m. Brianna is described as an African American female, 5’02” tall, weighing 100 to 105 pounds. She has brown shoulder length curly hair and has a medium complexion. It is not known what Brianna is currently wearing.

Brianna is known to frequent the Lincoln Park area of Rockville, and Rockville’s Regal Theater.

Anyone with information regarding the whereabouts of Brianna Alejandra Benson is asked to contact the Montgomery County Police non-emergency telephone number at 301-279-8000.

  • A theft from vehicle occurred in the 100 block of Duvall Lane in Gaithersburg overnight on Monday, 6/23. Suspects broke a window and removed a GPS system.

  • A robbery was reported at the Motel 6, 497 Quince Orchard Road in Gaithersburg on Sunday, 6/29 around 11:30 p.m. The victim was walking to the front office when he was grabbed by two male suspects and forced him into their room where they robbed him of personal property.

  • A robbery occurred in the 300 block of North Frederick Avenue in Gaithersburg on Saturday, 6/28 and was domestic-related. The current boyfriend struck the ex-boyfriend in the head with a shovel before taking personal property. The 36-year-old male suspect from Gaithersburg was arrested.
  • A residential burglary was reported in the 500 block of Placid Mews in Gaithersburg on Saturday, 6/28 around 10:00 p.m. Neighbors reported several individuals inside a rental house, when no one should have been present, apparently having a party. Investigation revealed the possible involvement of a relative of the future renter, who had a key. No forced entry and nothing was reported stolen.

R1 Beat:

  • A robbery occurred in the 18400 block of Lost Knife Circle of Montgomery Village on Thursday, 6/26 around 9:45 p.m. The victim, responding to a bogus food order, was met at the apartment door by two unknown male suspects who robbed him at gunpoint. The Suspects took cash and the food order.
    Suspects: 2 B/Ms 18 to 20 years, 5’3” to 5’5”, 120-130, armed with handguns
  • A robbery occurred on Friday, 6/27 around 8:30 p.m. near the intersection of Contour Road and Horizon Run Road in Montgomery Village. A victim was beaten and robbed by two suspects. The suspects took the victim’s property and fled.
    Suspect: B/M 17 to 18 years, 6’2” to 6’3”, light-colored baseball cap, blue jeans

  • A strong-arm robbery occurred on Monday, 7/1 around 9:40 p.m. in the 800 block of Russell Avenue in Montgomery Village. The adult male victim was walking home from Blooms’ grocery store when the male suspect emerged from behind a dumpster. The suspect punched the victim and stole the groceries.

  • A commercial burglary occurred at the Wendy’s located at 18350 Contour Road in Montgomery Village on Sunday, 6/29 between 2:45 a.m. and 7:00 a.m. No forced entry, cash taken.

  • An aggravated assault occurred at the BP gas station located at 19300 Watkins Mill Road in Montgomery Village on Thursday, 6/26 around 6:00 p.m. The victim returned to his car and found 3 men sitting on his vehicle. The victim asked them to move and a dispute occurred. During the dispute, one of the suspects cut the victim before fleeing.

  • An aggravated assault occurred in a hallway of a building in the 100 block of Duvall Lane in Gaithersburg on Sunday, 6/22. Two men were arguing when a male friend of one of the men stepped in between. The suspect displayed a knife and swung it. No one was injured. The 29-year-old male suspect from Gaithersburg was arrested at the scene.
  • A residential garage burglary occurred in the 200 block of High Gables Drive in Gaithersburg at an unknown time between Friday, 6/20 and Sunday, 6/22. No forced entry, property taken.

  • An armed robbery occurred on Montgomery Village Avenue near Lakeforest Avenue in Montgomery Village on Friday, 6/20 around 1:15 a.m. The victim was approached by three men, one armed with a bottle, who attacked him and stole his wallet.

  • A residential garage burglary was interrupted on Thursday, 6/19 between 1:00 p.m. and 2:00 p.m. by the homeowner in the 19800 block of Bramble Bush Road in Gaithersburg. He encountered three juveniles attempting to steal his bicycles. All three fled leaving behind the bicycles they arrived on.

  • Five of the vehicle-related thefts were in the northern sector of the R2 beat with most occurring overnight between Monday, 6/16 and Tuesday, 6/17. Forced entry, loose items, such as laptops, iPods, and GPS units were stolen.

S1 Beat:

  • A robbery occurred in the 400 block of East Diamond Avenue in Gaithersburg on Sunday, 6/22 at 2:55 a.m. Victim stated he stopped to give a stranger a ride and was directed to the alley behind Gaithersburg Elementary. A second suspect appeared there and both attacked the victim, forcing him from his vehicle after taking his wallet. They drove off in the victim’s vehicle, which was found abandoned nearby.

  • A robbery occurred at East Diamond and North Summit Avenue in Gaithersburg on Sunday, 6/22 at 10:20 p.m. The victim was approached by one (perhaps two) H/Ms who asked him for money. When the victim refused, the suspect stabbed him in the hand.

  • A commercial burglary occurred at Rose’s Nails, 18542 Woodfield Road in Gaithersburg, on Thursday, 6/19 around 11:55 p.m. Forced entry, property taken.
    Suspect: Male in a white hoody and blue jeans
  • An aggravated assault occurred in the 17700 block of Amity Drive in Gaithersburg on Saturday, 6/21 between male roommates. During an argument, one attacked the other with a machete, causing minor injuries and fled the scene. The 29-year-old male suspect from Gaithersburg was arrested.

The victim was stopped at the stop sign when the suspect entered her vehicle from the passenger side, displayed a weapon, and forced her from the car. The vehicle was recovered in D.C.

  • A strong arm robbery occurred at Olde Towne Avenue and Fulks Corner Avenue in Gaithersburg on Saturday, 5/31 around 3:15 p.m. The victim advised he was approached by the suspect who demanded his cash. Suspect obtained property and fled.

  • An armed robbery occurred on Sunday, 6/1 around 3:10 p.m. at Crestwood Drive and North Summit Ave in Gaithersburg. The suspect waved the victim over and then produced a weapon demanding cash. Investigation led to the arrest of a suspect the next day.

    Defendant: B/M, 16 years old of Gaithersburg

  • A residential burglary occurred in the 300 block of North Summit Avenue in Gaithersburg on Friday, 5/30 between 8:00 a.m. and 9:30 a.m. Forced entry, property taken.

Gazzette: Arrest made in Montgomery Village homicide

Sebastian Montes and Melissa A. Chadwick write:

A Gaithersburg man was charged Thursday morning with first-degree murder in connection with last week’s stabbing death of a Montgomery Village man.

Manuel Antonio Barahona, 18, of the unit block of State Court in Gaithersburg is accused of stabbing Longyuan ‘‘Mooney” Wang, 24, several times during an attempted robbery on June 5, according to a statement from Montgomery County Police.
