I suppose the most interesting thing (at least, the one thing I hadn’t previously heard about) in the following has to do with the old CompUSA building on Perry Parkway. It appears that VCA Animal Hospitals wants to lease that building; the request is to add 2500 square feet to the building and lose some of the parking area for a “Memorial Garden and Physical Therapy Exercise Yard”. VCA already has animal hospitals on E. Gude Drive and Dufief Mill Rd; it is unclear if they would be moving one of those or if this would be a third outlet in the Gaithersburg/Rockville area. In any event, it would be nice to see one less vacant building in Gaithersburg.

NOTICE OF PUBLIC HEARING

The Mayor and City Council of the City of Gaithersburg will hold a public hearing on:

or as soon thereafter as it may be heard in the Council Chambers at City Hall, 31 South Summit Avenue, Gaithersburg, Maryland. The purpose of this hearing is to consider a disposition of public lands held by the City of Gaithersburg as follows:

Under consideration for disposition will be four parcels of land (constituting two separate redevelopment sites commonly known as the “Fishman site” and the “Y site”) owned by the City of Gaithersburg.

The first parcel, located on 315 East Diamond Avenue and commonly known as the “Fishman Building,” is legally described as “PL108645 Fishmans Sub” and is more fully described as parcel N035 consisting of 33,381 square feet of land of which a portion will be retained by the City. The second parcel, located on South Summit Avenue and commonly known as “Lot 5”, is legally described as “NE corner railroad station & Summit Ave” and is more fully described as Parcel P038 consisting of 52,272 square feet of land of which a portion will be retained by the City. These two parcels constitute the “Fishman site.”

The third parcel, located on South Frederick Avenue and commonly known as the “Y site,” is legally described as “Y lot west of station art/merger” and is more fully described as parcel P117 consisting of 84,956 square feet of land of which a portion will be retained by the City. The fourth parcel, located at Fulks Corner Avenue (formerly East Cedar Avenue) and commonly known as the “Schultze site,” is legally described as “Maddox Addition Gaithersburg” and is more fully described as parcel N118 consisting of 23,193 square feet of land. These two parcels constitute the “Y site.”

The public hearing will consider whether the subject parcels should be declared surplus property and subject to disposition, should no future public use of the property be found. The land is currently zoned in the CBD (Central Business District) Zone.

The hearing will give the public an opportunity to offer input in regard to disposition of the property and also to comment on whether the parcel is needed for any future public purposes.

The property involved in this hearing is reflected in information and documents available for public inspection in the City Manager’s Office at City Hall, 31 South Summit Avenue, Gaithersburg, Maryland during regular business hours of 8 a.m. and 5 p.m., Monday through Friday.

Wednesday night, the Planning Commission is going to review the final site plan for the Archstone project on East Diamond Ave. Included in the background documents are a ton of details, including a few more artist’s renderings, some of which I’ve pasted in below. If you’re excited about this development, it certainly wouldn’t hurt to go to the Planning Commission Meeting in City hall (Council Chambers, 7:30pm) to express your support.

Also, there’s great news regarding the proposed Enterprise Zone designation for the Olde Towne Central Business District. This effort has just made it through the latest and one of the biggest hurdles — support from the County Council. Word is that the Council voted 7-0 to support Gaithersburg’s application. This allows this application to be forwarded to the State, which will have the final say. This Enterprise Zone designation will make it easier for developers to proceed with redevelopment efforts like the one you see below; it provides for some amount of tax relief and impact fee waivers for businesses that improve their properties and/or bring in new jobs to the area. There can be at most one new Enterprise Zone in each County each year, and there was some concern that the County may want to support a renewal application for Wheaton rather than the new application for Gaithersburg. However, the Council’s unanimous support today puts that question to rest. Thank you, County Council members!

MASTER PLAN AMENDMENT MP-1-08: KENTLANDS COMMERCIAL DISTRICT SPECIAL STUDY AREA AMENDMENT TO THE 2003 LAND USE PLAN, AN ELEMENT OF THE CITY OF GAITHERSBURG MASTER PLAN

Please take notice that a joint public hearing on the above-referenced application will be conducted by the City of Gaithersburg Mayor and Council and Planning Commission on Monday, March 17, 2008 in the Council Chambers at City Hall at 7:30 p.m. or as soon thereafter as this matter can be heard. Public comment is invited at the joint public hearing on the Kentlands Commercial District Special Study Area.

Gaithersburg, as an incorporated city, is subject to Article 66B—Land Use, of the Annotated Code of Maryland. Section 3.05, of Article 66B, requires that the City’s Master Plan shall be reviewed and if necessary revised or amended at least once every six years. The adoption of the 2003 Land Use plan was a revision and amendment to the City’s 1997 Master Plan meeting the Article 66B requirement. The Land Use plan contains ten (10) special study areas, of which seven (7) have been adopted. The purpose of this amendment is to incorporate the Kentlands Commercial District Special Study Area into the adopted 2003 Land Use plan, and element of the City’s Master Plan.

The land use proposals described in the Kentlands Commercial District Special Study Area plan have been formulated using a series of community charrettes, a citizen survey, a private urban design consultant, and staff’s professional judgment and knowledge of the City. Further information regarding the 2003 Land Use Plan and the Kentlands Commercial District Special Study Area is available for public inspection from the Department of Planning and Code Administration at City Hall, 31 South Summit Avenue, between the hours of 8 a.m. and 5 p.m., Monday through Friday.
