Robbery & Aggavated Assault last Wednesday

From the City’s Crime Summary:

Aggravated Assault
On 02/07/07, at 6:30 p.m., two individuals became involved in a verbal dispute in the 18000 block of North Frederick Avenue. The suspect was shoved by the victim, and fell to the ground. The victim sustained serious injuries to the neck. The suspect was arrested on the scene.

Robbery
On 02/07/2007, at 9:17 p.m., an officer was flagged down by a citizen in a parking lot in the 200 block of Rio Boulevard by a female citizen reporting an attempted kidnapping and carjacking that just occurred. The victim stated that she was unloading some items from her car when she was approached by two unknown race males, each armed with a knife. The two suspects told the victim to get into her car and when she refused, they tried to force her back into her vehicle. The victim broke free of the suspects and at that time, they jumped into the victim’s vehicle and drove away.

Stolen Vehicle Information: A white 2003 Pontiac Grand Am, two door bearing Maryland tags.

Suspect #1: Unknown race male wearing a grey shirt and dark bandana covering his face. Armed with an unknown type of knife.

Suspect #2: Unknown race male wearing a black ski mask and armed with an unknown type of knife.

Agenda for 02/05/2007 Mayor & City Council Meeting

The City has published the agenda for the Monday, February 5 regular meeting of the Mayor and City Council. From my perspective, there are three items of particular interest: The return of the City Manager’s Day Laborer report, further discussion funding for the review of the Kentlands Commercial Special Study Area (this has been contentious in the past), and a report on the Mayor and Council’s strategic planning retreat. I do also note the lack of any agenda item regarding the anti-solicitation ordinance. This could come up in the City Manager’s day laborer report.

Wednesday Planning Commission Meeting: Affordable Housing & APFO (updated)

Update: The City has released revised versions of the two proposed affordable housing policies: Alternative 1, Alternative 2.

The City has released the final agenda for the Wednesday, November 1, 2006 meeting of the Planning Commission. (I’ve updated my previous post on this here.)

Included in this agenda are discussions of the Affordable Housing Policy and the Adequate Public Facilities Ordinance. The background materials for these two topics have been posted, and now comprise the complete records, including commentary from staff and copies of all the email and letters submitted by the public. The Affordable Housing document is an 85 page pdf, while the APFO record is 120 pages long.

One of the big questions regarding the APFO is whether the ordinance should be sensitive to the six-year planning horizon that MCPS uses, or only to the two-year funding horizon. MCPS would prefer the former, while most of the public would appear to prefer the latter.

In the Affordable Housing debate, the major question is whether Olde Towne should have special treatment under the ordinance.

If you are interested in these topics, I suggest reading through these documents and possibly attending this Wednesday’s session.

Update: The City has revised this agenda to final status and published background materials for most of the items. Background materials for T-379 have not been released as of this morning (10/17/06), and one item has been removed. I’ve updated the text below to include links to the background PDFs.

Outcomes documents posted

The City has posted the outcomes of the 10/03/06 Council Meeting and the 10/04/06 Planning commission meeting.

In the Planning Commission hearing, all items on the agenda were approved or granted, SP-06-0007, SP-06-0008 and AFP-06-030 with conditions.

In the outcomes document for the Mayor and Council meeting, it states that the Goddard School, the Gateway Park matching grant, the T-372 text amendment and the Defibrillator Code were all approved. I still have not had an opportunity to watch the end of that meeting, so if anyone is aware of any anomalies in the discussion of those items, please leave a note in the comments.

In contrast to previous outcomes documents, this one does not include the text of the City Manager’s statement on progress in the Day Laborer situation; the statement text that is on the City’s website does not include the part about supporting the development of an anti-solicitation ordinance.

Letters in the Gazette this week

I’d like to highlight a few letters in this week’s Gazette:

  • David B. Humpton: City ‘committed to finding the right solution’ to day labor center issue
    The Sept. 27 Gazette editorial (‘‘Breaking the day labor stalemate”) criticized the city of Gaithersburg for its inability to find a site for a day laborer employment center. With terms like ‘‘flat footed” and ‘‘sitting on their hands,” the editorial unilaterally dismissed the efforts of an entire community to find a solution.

    This has been one of the most difficult issues we’ve encountered in Gaithersburg. Public input has been passionate on both sides. With no support from the federal level, local jurisdictions are left on their own to struggle with the quality of life and public safety issues that surround day laborer gathering sites. Have our deliberations taken a long time? Yes. But how long is ‘‘too long” to do what’s right?
    We urge the public to come forward and continue the dialog at our public work session at 7:30 p.m. Oct. 12 at City Hall, 31 S. Summit Ave., Gaithersburg. A storefront site at Festival at Muddy Branch has become available. With public support, this location, which meets much of the site criteria set forth by the Day Laborer Task Force, could begin housing a Montgomery County-operated employment center before winter.

  • Michael Stumborg: city officials defended
    You mention the city manager’s lack of ‘‘political firepower” to impose a day labor center on an unwilling neighborhood as if that’s a bad thing. Exercising political firepower, as the county did when it unilaterally dismissed the city’s rejection of 17 N. Frederick Ave., is done by thugs, not leaders. Your faith in county leadership is woefully misplaced. Day laborers come from County Council Districts 2 and 3. While District 2 representative Mike Knapp attended the ad hoc meetings that ironically chose a District 3 site, District 3’s ‘‘Silent Phil” Andrews deferred site selection to the executive branch and disappeared from Olde Towne for a year. Neither action exhibits leadership.

  • Stephen Schreiman: Illegal immigrant labor undermining legitimate businesses
    Our elected county officials have had four years to solve the day labor problem in Wheaton, Silver Spring and Takoma Park and have failed miserably. We need to throw the incumbents out of office on Nov. 7. Our tax dollars, along with funding from Casa of Maryland, pay for the day labor centers, and between them they have accomplished Casa’s goal of accommodating more illegal immigrants in Maryland.

  • Susan Gross: Tower residents concerned about CCT station placement
    While residents of the Washingtonian Tower may or may not be in favor of the Corridor Cities Transitway, we are quite concerned regarding the proposed placement of transit station No. 4 as shown on the map.

  • Deborah A. Vollmer: ‘Let everyone vote on paper’
    I wish I could have some certainty about the results, but as we all know, the primary election in Maryland was a fiasco, with those access cards arriving hours late at many polling places, and other glitches in the system. How many folks were in fact denied a vote because their polling place was not prepared to proceed with the machines for lack of access cards, and also ran out of provisional ballots, we will never know.
